Financial Control Processes is a global team within Financial Control & Accounting (FC&A), with responsibilities for Control Processes Standardization and Simplification, the Internal Control Evaluation (ICE) project and long term Group Internal Control. The Internal Control Advisor (ICA) is recognized as the center of expertise in the practice of internal controls within BP, ensuring consistency of controls across the Group. It is one of the steps BP is taking to build control capability internally and an important element of the Finance Control and Accounting function I was involved in GRST with different Business Unite (BU) among them, NAGP, Oil America and Global NGL, work performed includes: Ensure compliance with external requirements related to internal controls over financial reporting (including Sarbanes-Oxley Section 404) Provide consultation and facilitate sharing of best practices across the organization and delivery the Control Advisory and Review activity Oversee the ongoing compliance activity including CET preparation and updates, and Self Assessments Contribute to the FC&A Internal Control training offering, including content and delivery Maintain current knowledge of internal control, PCAOB, SEC and audit developments. Facilitate E&Y audit activities from a program management perspective, support E&Y Dry-Run initiative to provide early assurance to BP senior management on whether control activity documentation (CETs) and evaluation (testing) meet the minimum standards necessary for auditor attestation. Support BP’s external auditor during their annual attestation of BP’s internal controls to comply with SOX Section 404. Managed more than 30 CET workshops for White and Green boxes across GRST Confirm the completeness and accuracy of existing CET documentation against the existence and operation of controls Confirm the operating effectiveness of ICOFR using audit-standard testing techniques Assist in identification of key controls, provide recommendations for improvement of the efficiency and effectiveness of ICOFR and CET documentation Provide recommendations for process improvement and standardization opportunities, evaluate Control activities covers all control objectives, assess adequate balance in control techniques (i.e. prevents vs., detect, automated vs. manual controls, and a variety of control types for each control point) Provide training to Control Rep, Process Owner and Subject Matter Expert (BP / Outsourcer) over SOX requirements, BP ICE project, COSO Framework, IT Controls, General Controls, CET components, Risk Assessment, Key Controls, GAP and Remediation (Tiers 1,2 & 3) in Calgary Canada, Houston –Texas, Mobil, Alabama, and Tulsa Oklahoma. Provide QA and CET Refresh Quality compliance over 30 White and Green Box CETs including E&Y Mock audit finding comments on CET contents and the related BP responses/guidance, and Mapping Sub-process and the Attributes (master data) in the Control Framework section of Axentis. Support GRST PMO and core team in technical issues, “Back to Back” evaluation, Sox Testing , Self Assessment, and Axentius sign off Stay apprised of changes in the PCAOB rulemaking process and associated revisions to PCAOB standard related to SOX Support “Steady-State” phase for GRST covering CET Refresh, Validation of 20F Coverage and Self Assessment Testing. Liaise with other BP GRST BUs to share best practices and lessons learned. Map individual CET controls to the significant accounts, GAIT Codes, and assertions to which they relate (20F mapping) Review Critical CET covers Process complexity, Period end close and Group Consolidation, Segment and entity level controls, Areas of significant estimates and judgment Review CETs Map to highlight linkages between the Major Process Grouping, Major Processes, Financial Statement Assertion Criteria (CEAVOP), and the phases of the end-to-end process Prepare and review CET Documentation to ensure compliance with BP SOX ICE project standard for the following:
o North America Gas & Power (NAGP) BU(Houston Gas, Houston Power, Houston Risk (Financial), Houston NGL Trading, Calgary Gas, Boise Gas, Prior Energy (Mobile, AL) , and Pro-Gas (Calgary). o Oil America –Crude Oil Marketing (CAM) front, middle and back office covering, trading,, Contracts, Scheduling, Settlements, Order to Cash, Purchase to Pay, Buy / Sell, Over / Under, Deal Executions, Accruals, Month End Close, Accounts Receivables, Accounts Payables, Inventory, Reference Data, and Transportation. o NGL Canada covering Product Sales, Contract / Pre-Buys, Assets Impairments, Gas Plant Accounting – BP Operated and Non-Operated, Inventory Valuation, and Facility Pipeline Operations. - Ensure compliance with BP NAGP policies including MTM, approved commodities, Delegation of Authority, Fraud Reporting, Business Critical Spreadsheet, Document management, Credit, Transaction validation and Confirmation, Business Risk Assessment, and price Curves.
- Design detail testing programs for Self Assessment (observation, inquiry, inspections, and Re-performance), reviewed work performed, and documentation supporting the test conclusions.
- Design detail testing programs for End User Computing (EUC) policy covering relevant control activities over ownership, access, version control etc., reviewed work performed, and documentation supporting the test conclusions. Possess sufficient control awareness over FCA controls and End User Computing controls associated with financial reporting are designed and operating effectively;
- Evaluate CET compliance with Group Reporting Manual (GRM) include control objectives and control activities which ensure the accounting treatment of transactions/items in the process is in compliance with the latest version of the Group Reporting Manual.
- Managed Self Assessment over Oil America (15 CETs), and Global NGL (35 CETs), reviewed Self Assessment Template, Support Documentation, Sample Selections, Test Performed and Conclusions.
- Coordinate with BP DCT/ FCA over SOX the Applications Security Reviews (ASR’s), Segregation of Duties (SoD) in the CET Control Activities over control assessment and accountability
- Ensure that the existing SOX documentation, including Control Evaluation Templates (CETs) and control flow diagrams, accurately reflect the current state of internal control.
- Review the periodic “walk-through” of BP SOX processes to verify that internal control design is correctly reflected in the CETs.
- Coached CET owner, SMES in finding solutions in the formulation of effective remediation actions to correct inefficient control activities in each process under testing.
- Work with FC&A DCT on ONENGL Project – (SAP systems, BW systems, and other critical accounting applications) to coordinate process improvement efforts in the areas of controls across NGL North America, and coordinate annual audit activities. Also, engage with project teams to ensure that all delivery of changes is validated and that any change in controls is documented in BP SOX CET in Axentius repositories.
